By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:
30th Anniversary State Fraud, Waste and Abuse Hotline
WHEREAS, in September 1992, Governor Douglas Wilder wrote the first Executive Order to create the State Employee Fraud, Waste and Abuse Hotline, and in June 2006, Governor Timothy Kaine issued Executive Order No. 12 to ensure employees of the Commonwealth continued to have the opportunity to anonymously report instances of fraud, waste and abuse; and,
WHEREAS, in October 2012, Governor Robert McDonnell signed Executive Order No. 52 to expand Hotline accessibility to citizens of the Commonwealth, renamed it the State Fraud, Waste and Abuse Hotline, and merged it with the newly established Office of the State Inspector General; and,
WHEREAS, the toll-free Hotline provides state employees and citizens the opportunity and obligation to anonymously report situations where fraud, waste or abuse may have occurred in state agencies and institutions so it can be eliminated; and,
WHEREAS, we all share a common goal to provide the citizens of the Commonwealth with an honest, effective and efficient state government because when there is fraud, waste or abuse in state government, we all suffer, as taxpayers and as employees of the Commonwealth; and,
WHEREAS, in the 30-year history of the Hotline, it has received more than 22,000 calls and investigated more than 14,000 cases; and,
WHEREAS, the Hotline’s 30th anniversary is an opportunity to acknowledge the efforts and contributions of the Hotline for the employees and citizens of the Commonwealth; and,
WHEREAS, this milestone anniversary of the State Fraud, Waste and Abuse Hotline is a time to recognize the Commonwealth’s commitment to providing effective government service through responsible fiscal management and good stewardship of public resources;
NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize October 2022 as the 30th ANNIVERSARY OF THE STATE FRAUD, WASTE AND ABUSE HOTLINE in the COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of our citizens.
