2017 "Dream the Big Dream" Day


WHEREAS, since 2002, the United States has the largest incarcerated population in the world; and

WHEREAS, most prisons are not accessible by any form on public transportation, which can hinder a child’s ability to visit their incarcerated parent(s); and

WHEREAS,approximately ten million children in the United States have experienced parental incarceration at some point in their lives and about half of the children who currently have incarcerated parents are under the age of ten; and

WHEREAS, children of incarcerated parents face unique challenges, such as physiological and emotional trauma, and financial instability; and

WHEREAS, children with incarcerated parents are more likely to experience problems with behavior and school performance, and are more likely to be in need of strong emotional support and stability; and

WHEREAS, the children have the right not to be judged, blamed, or labeled due to their parents incarceration; and

WHEREAS,working with community partners such as Changing Lives Together, we can help children of incarcerated parents thrive and become ambassadors for change in their communities to help stop the cycle of incarceration; and

WHEREAS, the Commonwealth of Virginia stands united with community partners and leaders, hopeful that children of incarcerated parents receive the support and assistance that they need and grow to be successsful individuals;

NOW, THEREFORE, I, Terence R. McAuliffe, do hereby recognize July 8, 2017, as “DREAM THE BIG DREAM” DAYin our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
