Parliamentary Law Month


WHEREAS, in 1801, Thomas Jefferson wrote the first American manual of parliamentary procedure based off of his studies at the College of William and Mary; and

WHEREAS, by 1876, Henry Martyn Robert published Pocket Manual of Rules of Order for Deliberative Assemblies, also known as Robert’s Rules of Order, as a guide for conducing meetings and making decisions as a group; and

WHEREAS, during Thomas Jefferson’s birth month, it is appropriate to reflect on the parliamentary procedure’s role in providing for civil discourse, protecting individual rights, ensuring fairness, and in maintaining order in meetings; and

WHEREAS, the National Association of Parliamentarians educates leaders throughout the world on how to effectively use parliamentary procedure; and

WHEREAS, the National Association of Parliamentarians recognizes April as Parliamentary Law Month; an 

WHEREAS, during Parliamentary Law Month, Virginians are encouraged to reflect on the influence of parliamentary law in the Commonwealth and our Nation;

NOW, THEREFORE, I, Terence R. McAuliffe, do hereby recognize April 2016 as PARLIAMENTARY LAW MONTH in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
